OPNZPS Project – Partizan Football Academy

This is a proposal for the long-term recovery of Partizan Football Club by rebuilding its football academy as the foundation of the club's sporting, organisational and financial revival. The first phase is based on a global membership campaign, ‘One Million Partizan Supporters for One Million Euros’, as a model for raising initial funds strictly earmarked for infrastructure and for resolving the project's legal and property matters. The final phase envisages the introduction of investment tokens available exclusively to members, enabling supporters to become active participants in creating new value and long-term stability for Partizan.

A Model for the Club's Long-Term Recovery

Partizan Football Club is facing not only a crisis of results, but also a deep financial, infrastructural and developmental crisis that has lasted for years. A club that spent decades developing outstanding footballers and generations of players—and whose youth academy secured both sporting success and financial growth—has been brought to a state of dependency, decline and uncertainty about its very survival. The Public Prosecutor's Office has not responded to our requests. Although no one expected it to do so, that does not mean it never will. We continue to demand the four measures submitted in this request:

It needs a clear, honest and long-term recovery model, which we presented to the management of Partizan Football Club through the Partizan Football Academy project. This project begins with a simple truth: Partizan will not recover until it rebuilds its base—its academy, its youth system, its infrastructure and its own renowned Partizan development system. There can be no serious sporting recovery without a serious footballing foundation. There can be no financial recovery without developing new players. There can be no stable Partizan without a stable academy. We want the title. But we are certain there is no shortcut to it. The road to a new Partizan runs through the recovery of the entire system, not through the appearance of success or bonuses for finishing second in the league.

Why an Academy?

The academy is not merely a sporting project. It is:
  • the club's development centre,
  • a source of future first-team players,
  • a source of transfer revenue,
  • a guardian of our values and identity,
  • a place of discipline and continuity,
  • the foundation of the club's long-term independence.
Our proposal is to direct the energy of supporters and members exclusively towards creating new value: infrastructure, work with children, development of the football school and the creation of a system capable of supporting the club over the next ten years.

What Do We Propose?

We propose launching the construction and renewal of the Partizan Football Academy as a distinct development system based on the following principles:

1. Earmarked Funding

All funds raised for the project would be strictly earmarked for:
  • the infrastructural renewal and construction of the academy,
  • creating conditions for work with young players,
  • developing supporting sports medicine and commercial facilities,
  • resolving the legal and property matters required for lawful implementation of the project.
These funds would not be used to cover existing debts, mortgages or legacy liabilities of the club.

2. A Phased Development Model

The project would be developed in several phases to ensure sustainability, transparency and legal certainty.

3. A New Model of Trust

The project must have its own clear and transparent governance system, with public reporting, professional oversight and full control over every euro invested.

PHASE ONE: MEMBERS AND SUPPORTERS AS THE FOUNDATION OF THE CLUB

One Million Partizan Supporters for One Million Euros Our initial proposal is to raise the first funds through a global Partizan Football Club membership campaign, with a target of 50,000 active members worldwide. In other words, we must establish a membership system within Partizan Football Club. If the club reached this level of organised membership, it could generate an initial inflow of approximately €1,000,000—the first serious step towards launching the project. The proposed membership card prices are:
  • €10 — juniors / school pupils / university students / pensioners
  • €20 — regular members
  • €30 — family card for up to four members
Postage would be charged separately, while distribution would be handled by an external company for a fixed percentage fee. In addition, OPNZPS has spoken with a group of potential sponsors and received preliminary approval for a matched-funding model. Under this system, the club's partners and friends would provide further support on a euro-for-euro basis, together with a special allocation of VIP membership cards. A series of 1,000 VIP membership cards would therefore be issued at €100 each, raising €100,000, while a group of sponsors would contribute the same amount under pre-agreed quotas. This would demonstrate that Partizan still has people whose love for the club, and readiness to stand by it, can never be taken away. What we insist upon is that this love must never be exploited. It must be protected by law, rules, transparent oversight and a clearly defined purpose. In the twenty-first century, modern communications technology makes this possible.

PHASE TWO: A DEDICATED PROJECT STRUCTURE

For the project to be lawful, sustainable and protected from the club's existing problems, we believe it must be managed through a dedicated project entity established jointly with Partizan Football Club and with a clearly defined purpose:
  • developing and managing academy infrastructure,
  • managing earmarked funds,
  • contracting sponsorships and partnerships,
  • developing new revenue models,
  • ensuring complete transparency and professional oversight.
Such a structure matters because Partizan does not need another improvised fund. It needs a serious mechanism that will protect the project from past mistakes.

PHASE THREE: INVESTMENT TOKENS FOR MEMBERS

Following the initial membership phase, the raising of core funds and the legal structuring of the project—including conversion of land-use rights—OPNZPS proposes considering several series of digital investment tokens, in accordance with the laws of the Republic of Serbia. Our fundamental principle is clear: Investment in Partizan's future must be reserved for Partizan members. We therefore propose a model under which only active club members—membership card holders—would have the right to purchase investment tokens. We also propose that any subsequent trading of those tokens should remain within the membership community through a legally and technically regulated model. The purpose of this mechanism is to:
  • raise capital for academy development,
  • involve members in creating new value,
  • protect the project from external abuse,
  • build a closed and loyal circle of investors who care about Partizan.
Naturally, any such model would have to be implemented in full compliance with the laws of the Republic of Serbia, particularly the rules governing digital assets, financial regulation, investor protection and transparency.

HOW WOULD THE ACADEMY GENERATE REVENUE?

For the project to be sustainable, the academy cannot be only an expense. It must also become a revenue centre. Planned sources of revenue include:
  • the football school,
  • development of young players,
  • a rehabilitation and conditioning centre,
  • rental of pitches and sports infrastructure,
  • a gym, spa, swimming pools and supporting facilities,
  • a café and hospitality area,
  • tournaments, camps and specialised sports programmes.
The academy would therefore be more than a training facility. It would be a serious sports and development complex helping the club survive, grow and regain a sound footing.

LEGAL AND PROPERTY BASIS

We emphasise that such a project can be implemented only after the legal and property relations at the proposed academy site have been fully clarified. The project's first steps would therefore have to include:
  • establishing ownership and use rights over the land and facilities,
  • reviewing all encumbrances, mortgages and registered notices,
  • defining the legal basis for investment,
  • ensuring full legal certainty throughout every stage of implementation.
According to the information available to OPNZPS, the existing complex contains three unencumbered cadastral parcels:
  • 10775/6, outlined in green
  • 10774/2, outlined in green
  • 10775/4, outlined in yellow
The Republic of Serbia owns these parcels, while Partizan Football Club and Teleoptik hold rights of use over them, which means that conversion would be required. A detailed urban plan from 1995 exists for these parcels. We have not seen its contents; we were shown only a form of presentation at Partizan Football Club's offices. After presenting these ideas, we were never given the opportunity to hold a second meeting. Our position is that Partizan can no longer afford opaque projects, questionable arrangements or improvisation. Everything must be clear, verifiable and publicly explained.
